1. Mayhem takes immediate effect and nothing can be played until its ability completes. If, however, they lay down GoYS at the same time you play Mayhem, they would win priority since they would be responding to their own action (that of drawing).2. First, discarding Galba with Judge's Seat/Eli the Priest is not a legal play. Judge's Seat specifies "Evil Character with toughness" so enhancements don't figure into that calculation (even weapon-class ones). Second, assuming Galba is discarded by some other means, the enhancement would follow him to the discard pile even if you did have another warrior-class character that didn't currently have a weapon. (I believe these are both the case, though I could be mistaken).3. It comes back as being half rescued. If it is then shuffled it resets.4. Outpost does not stipulate once per turn, so he should be able to use it again.5. You get to respond to your own actions, so if you move to discard MC to capture and your opponent slaps down AotL, you and your MC would be given priority.6. Yes. It is prevented before it can happen, so the cannot be interrupted does nothing.
the weapon class enhancement follows the character to the discard pile too. That would be cool though. Create something like recyclable weapons XD
If you have two evil characters in battle and one has a weapon and the other is warrior class then the one with the weapon gets discarded, then I do believe the other could retain the weapon IF it was the same brigade.

Thanks.
