Unity won't exist until the next set and even if an objective best EE could be determined before then, it would almost certainly change based on the new meta shift or a new unrevealed card could be straight up better.

I meant to say that it currently is the most or at least top five EEs in the game

It certainly helps to be able to get un-unified heroes off the board. I can certainly see throwing a couple heroes that don't fit with a unity theme into a deck that's already running crimson. Not sure yet if it's going to be worth specifically building that into the deck.

Running Invoking Terror and Hypocrisy to get rid of non-Unity heroes seems like it would make sense, honestly. And both cards are good enough to run in most Crimson or magician decks (or some combination thereof), so it's not the only reason to run them. The disruption that they can cause without allowing for some unity fun alone makes them worth running.

Unity is "your" (own and control). You still control Heroes that you've set aside so setting aside non-unified Heroes will not give you Unity.
