Does anybody know the odds of getting an ultra rare in a box of cloud of witnesses? And does anybody have a list of rare's and Ultra rares in cloud of witnesses?

There is an ultra rare in every cloud box

The three ultra rares from the cloud set are the second coming, broken covenant, and  eternal inheritance.

possibly two. we did a draft one time and there was a Broken Covenant and eternal inheritance pulled... by the same person... That was slightly disappointing.

Cactus has since changed it so that there's at least one UR guaranteed per box.

Is the rule of getting at least an ultra-rare in box of COW applied to box of extension of EC and PC ?

I believe that EC, PC and CoW are all being packaged the same way - one UR guaranteed per box. Since the change in packaging there is no longer a chance of getting zero or two UR per box.

Originally the odds of getting a UR in CoW pack were 1 in 25.  Since a box contains 24, sometimes people would not get a UR.  It was a random system. This got to be frustrating for the fans.  In the early fall we switched to a manual system that made sure 1 UR was included in each box.  You should be able to count on this when buying a sealed box.

Persecuted Church is also assembled to make sure each display box contains 1 UR.

There are 4 URs in Early Church.  Odds of getting a UR in Early Church are around 1 in 17.  Therefore, the assembly system is random.

The next set will be packaged much like CoW in that we will manually make sure there is 1 UR in each sealed display box.
