Does anyone know if there are limits to how frequently Local tournaments can be offered? With Rob's generous offer about waiving Local tourney fees as long as CoW packs are available for sale, I was curious if it was possible to do two Locals in one day, Locals on back-to-back days, etc.
And can you have a Local with just one category?
Also, a District tournament: Do you have to OFFER 4 categories, or do you have to have PARTICIPATION in 4 categories? For example, if I host a District and have T1/T2 run at 9 AM and Booster/T1 MP run at 2 PM, but everyone plays T1 and Booster, is this ok?

I think so, but where's the fun in that? :)
Looking at the Cactus tournament page, there is a Closed Local being held by CrashFach that is only offering Sealed deck so unless that's a typo, it appears Rob is okay with that.

You just have to offer 4.

I can make an educated guess about the answers to your questions but it's probably best to just email Rob directly. You might even point him to this thread in case wants to answer here.

Almost all of my locals are one category so I don't lose a lot of money since my playgroup isn't quite as big as it once was. I've also had a tournament or two where we had a category not played at so you would just return the product back (or try to squeeze it in at a different time).

You can definitely do Locals with just one category. As for multiple Locals within a couple days, that's how John Michaliszyn handles Creation - we've got multiple events firing off every day for the whole festival (four days total), and we definitely repeat events (especially booster and T1-2P). So at the very least, you should be able to do Locals on consecutive days that are separate tourneys. You should also be able to do other combinations on consecutive days, like host a Local one day, then a District the next.
As for the Districts question on categories, yeah, you just have to offer 4. If no one participates in a category, then the prizes for that category would get returned to Cactus with all of the other paperwork and unused promos.
