Does each person get an entire tin pack in booster or do tin packs get opened and passed around the table like booster packs do?

Usually you keep all 10 cards in the tin pack, since they are matching brigades for offense and defense. You then draft the booster packs to get more of them (in theory) or start a whole new brigade collection.

Gotcha - so unlike the usual way of opening the oldest packs first, everyone would start with their tin pack so they knew which brigades to aim for?
EDIT - I guess you already answered this in your reply - clearly that's what happens! Thanks YMT!
