First of all, I think you're referring to False Prophet from The Early Church (the one who searches out Sites and protects souls).
Back in the time when he was released, one of the most popular rescues was Simeon (NT Gold) banded to AutO exchanged to Moses--basically a 2 character fbtn band that got to draw 2 as well. We felt creating an EC who could shut down that option would be a pretty solid choice for an UR (not to mention the ability to grab Sites, which Heretic decks depended on quite a bit).
That being said, the Early Church set also ended up being rushed. When Rob discovered the print on-demand option, it gave us the opportunity to release the new set at Nationals, which we had not originally intended to do. While it was great to be able to release a new set (especially one that didn't involve tins), the drawback was that TEC set did not get as much fine-tuning as previous or subsequent sets. Had we taken the couple extra months like we planned, cards like The False Prophet that now feel a little underwhelming likely would have gotten a boost of some sort (at the very least he would have been given Pale Green so he fit in the magician theme).
At the end of the day, not all URs are going to be super high powered cards. Most of the earliest URs are not that stellar in today's meta. While certainly not on the level of recent URs, The False Prophet (TEC) does have a spot in certain deck builds. If I'm running strictly Orange/Crimson (a very strong pairing) then he's great for being able to play all my evil enhancements.
