Covenant with Death would also work here, as it both negates characters (If they have the play) or when unblocked (with the restriction).

Yes CwD would work some of the time but would not stop play abilities on evil weapons like 2k horses.

Are you trying to stop them from playing TC enhs? Golden Calf/Moses works fine.
