It's a representation of each nation being stronger than the next. If you can't figure that out, I don't think you should be calling people half-witted.
i dont think you can spell it out any bigger than saying 'hey, discard that ec when this ec comes into play' to represent a nation being stronger than another.

i can understand that. but i said abilities, not special abilities. going 5, 6, 7, 8, 9, 10, 11, and 12 seems pretty half-witted to me.
