While Silver lacks a bit in power (CBN), it certainly got a ton of versatility in RoJ.Also, The Third Seal from Warriors is a thing.

*EDIT* Correction, I did see one guy playing Job but his defense was all over the place so it detracted from the power of the offense.
Angels have stronger heroes on average than other brigades. They're also inherently protected from some of the common battle winning abilities (convert and many captures). The silver enhancements have been strategically designed to help balance the other strong factors that silver possesses. Besides, it would be boring if every brigade was identical wouldn't it?
What brigade are you comparing to exactly? Between Striking Herod, Protection of Angels and Swift Beings you have 3 different ItB cards that can win a battle in various ways.
