1.  I assume COM = Confusion of Mind.  No, it does not.  For one thing, Confusion of Mind only negates heroes' abilities, not other ones.  Second, all abilities that are gained with a set aside card are automatically Cannot Be Negated.

2.  Yes

For #2, keep in mind that the answer is usually yes, unless the Hero is going to Raiders' Camp or otherwise not becoming a LS.
