Speed is still on top without the slightest of doubt. Seriously, Sam Decks are still the ones that are winning, why? Because they are able to get the most powerful cards out in the least amount of time.

Because they are able to get the most powerful cards out in the least amount of time. The good new is this. The Dom Cap and Sog/NJ restrictions have helped to close the gap between balanced and defense heavy decks which draw far more modestly, and Sam/ Gardenceiple decks which draw much faster. Simply put speed is still king but thanks to the recent rule changes it's no longer the malevolent despot that it was a couple months ago.
This game needs something analogous to control.
