Why wouldn't they be? They need a bit more soul generation (which the best decks had loads of already, and Dominant cap opens up room), but the new rules made it just as important to get to your best cards first. You lose a few blocks, but those were already iffy.

Speed is still on top without the slightest of doubt. Seriously, Sam Decks are still the ones that are winning, why? Because they are able to get the most powerful cards out in the least amount of time.
The good new is this. The Dom Cap and Sog/NJ restrictions have helped to close the gap between balanced and defense heavy decks which draw far more modestly, and Sam/ Gardenceiple decks which draw much faster.
Simply put speed is still king but thanks to the recent rule changes it's no longer the malevolent despot that it was a couple months ago.

Yes and no. Sam is winning because everybody is playing Sam.
That much is true, but until empirical evidence negates the established precedent that Sam is best (which I hope it will at nats) I feel I must assume that Sam is indeed the best.
That being said, I think you make a valid point. As the meta shifts we will probably see a drop in Sams power, and possibly his Tier rating.

i disagree.. i had a media deck that was pretty good (sam with a little jacob, Captin and Gen defense) but my daniel deck beat it so I dont know if it is the top.

This game needs something analogous to control.
But we're never going to get it, because Rob won't ban cards and the majority of the play-testers love speed.

I played speed this weekend and won Sealed Deck. Parmenas is amazing! ;) Of course, Gathering of Demons on Cubus was pretty cool, too. Cubus banded to Worldly Woman and Obsidian Minion didn't require a single enhancement once it was set up. :)
