For future reference, from the REG:

Instant Special Abilities > Fortify or Place > Special Conditions

•      Cards placed in a draw pile typically specify a particular location in the draw pile (e.g., bottom).  If a player must place multiple cards at the same time, that player may choose the order of the cards being placed.

Actually, based on the Errata to Hormah (which apparently isn't in the REG for some reason :-\) it is now a cost/benefit ability. It says you must place Hormah under your deck to place it's contents beneath deck. This was instituted to prevent Hormah and Philistine Outpost (which prevents sites from going under decks) from becoming a method of getting all of your LS's to the bottom of your deck, which could make things rather boring.

Thus, I would think that Hormah needs to go under first, then the LS's/other contents afterward, since the placements are not part of the same ability.

I would agree that with this errata, Hormah would have to placed beneath deck first.

Which, I think, is how most people would choose to do it anyways since that would put the Lost Soul(s) further away from the top :P.
