To answer your questions:
1. Yes, the I/J starter decks are definitely the best starter decks to get. The G/H are actually out of print recently and you'd have to find a retailer to purchase them, but regardless the I/J are the best ones.
2. The grab back is a good value overall but honestly not the best option. They are older cards that don't see much play and are just not in demand like the newer cards are.
3. The best economical way is to buy a display box or two of one of the newer sets, such as Early Church or Cloud of Witnesses...maybe even Revelation of John when that's available around next week. You'll get 360 cards in one of those display boxes and most of the cards in Cloud are rares and or ultra rares from the older sets with four newer cards from Cloud. With Early Church you'll get cards from Rock of Ages, Faith of our Fathers, Kings and five Early Church cards. Those are great sets and you could also get lucky and pull a valuable ultra rare called Shipwreck from the Early Church set, or The Second Coming from Cloud.
