While I can't be sure right now, I have spent the last few years behind in my Redemption decks, gaining most of my new cards from Booster Draft and prizes, (this goes back to Early Church actually) because I haven't had a stable job since Early Church came out. And I've been fairly successful (consistently making top 4 at my tournaments) but rarely getting into the top 2 (so usually being 3 or 4) and the two people that usually beat me have had much more access to the newer cards. So I'm guessing that not having access to CoW and RoJ will put players at a disadvantage to players who do have access. This is especially true for RoJ which will give players access to the Reserve pile to offload some of their situational cards and/or get around certain counters, specifically counters against search. I'm not sure what the advantage will be, but when the skill is mostly level (which I assume the top players of Redemption be close enough to), I think having access to CoW and RoJ would be the deciding factor, especially if we normalize for random chance.

So put it in simple words, I think players will be at a disadvantage if they don't have access to CoW and RoJ, especially due to the versatility of Second Coming and the power of 3 Woes (which I'm thinking could be more powerful than Second Coming)

All this is based on T2 game play, my inexperience in competitive T1 makes me completely unable to comment on it with any degree of accuracy.

Not having access to the reserve is a huge disadvantage. I think the top decks this year, in both formats, will not only have the best reserve, but have the most accessible reserve by utilizing it with their offense and defense. That's ten cards that your opponent can gain access to during battle. As of right now, the Throne offense, Revelation angels/martyrs and mono-silver are probably the top offenses right now in type 2. Disciples, judges/Gideon, clay faith, are all good offenses as well. For defenses, Pharisees, different black variants, orange, all seem to be top plays. I really like the evil brown Job band. That means Job offense, or mono-silver, for the deck which makes a strong deck. All these require the new cards, except disciples, which could benefit from newer cards. In type 1 silver white, throne, BoM, mono-silver, clay variants all seem to be top dogs in offenses with splash defenses, Pharisees and orange banding as the main defenses. Once again, all these require the new cards. So I don't think you can be competitve due to not being able access a reserve and not have the newest cards, which are extremely versatile and strong.

You could probably come up with a pre CoW deck that wouldn't get completely run over but I don't think it could win anything higher than a district (assuming there is decent REP competition).

An Armor of God offense could be fairly competitive (even without Children of Light). I've seen a lot less Cloud Moses recently and the inclusion of Ram's Horn makes AoG viable. For defense, old defenses like Assyrians are still plenty strong even without CoW and RoJ upgrades.

EDIT* A Disciples offense could also still be competitive since they didn't really get anything in CoW and very little in RoJ.

However, not having access to the Reserve would likely be the downfall of a pre-RoJ deck. Unless you're facing a deck with limited Reserve access, having no Reserve access at all is a huge disadvantage.
