Unless the Fortress specifies otherwise, you can only add or remove from Fortresses during your Preparation Phase, before the Battle Phase. Judge's Seat doesn't list any other timing, so it can only be filled or emptied during the Preparation Phase.
Just one more. Hero attacks, I block, and play Christian Martyr. Can he play Grapes of Wrath on my evil character during the battle conclusion so he can make another rescue attempt?

During conclusion (more accurately called resolution), nobody can play anything. However, he can play Grapes prior to resolution following your CM.
Pol said that technically the answer is no because of the way the question was asked: fyero asked if you could play Grapes during battle conclusion (read: resolution) which you can't do; you can, however, play it before resolution happens.
