No. Cities often didn't have space for a nationality (Raamses is Egyptian, Ashkelon is Philistine, Hebron is Canaanite), ditto Magicians' Snakes and animal, and Captive Priest and Hope are generic but didn't get the identifier. And depending on your definition of "all", kings are not identified as royalty.
