Title: Tournament Promos

I had a quick question about a handful of promos.

Which type of tournament can you aquire a Split Altar, Gates of Jerusalem & Haman.

Also I noticed from the REG that Emperor Augustus was a Local Promo but is not on the tournament host application.  Can I still get him as a Local Promo?

Split Alter - Nats
Gates - Regionals
Haman - State

Last I heard, you could, but it's possible Cactus is out of that promo if it was printed with one of the smaller releases.
