I think that video recording of an event in general would be up to the host of a tournament.  This would include showing the venue, broad shots of the overall field, etc.

I think that video recording of an individual game would be up to the specific players in the game.   This would include showing cards in those player's decks.

I think that video recording focusing on an individual would be up to that person.  This would include interviews.

Wouldn't you need a signed legal document to film or take a picture of an individual in order to avoid a potential law suit?

As a video professionsal:
If you are focusing on an indivual, you should have a signed release that states you have permission to record them.  If you plan to post the video online, almost every video upload site's terms of service has you agree that all people in your videos have signed such a release.

Filming a general or public group varies by state.  In CA, popparazzi issues have huge restrictions on how I am allowed to film a public group, and if anyone objects, I must stop all recording.  In Boston, there is a requirement that you have a recorded permission from everyone in a public area that you even partically record audio of, and you must get it before recording anything in a public area.

I don't know the Midwest well enough to know if laws are as restricted, but it would probably be wise to have a separate sign-in sheet that says how you intend to use the footage and a means to opt out.

One important note - the tournament is at a university student union, not a church.
