How strict is LoC-only going to be in regard to meek souls? I know there's a common one, but will you be locked out of the game mode until you find seven of them or will subbing in some starter deck souls be allowed?
(plus another promo meek LS).
Sorry for the double post but had a separate question. Will deck sleeves be required for LoC only since all the cards will be the same size?
And can you use the promo in your deck without having come with it? I thought it used to be a rule that the deck you check cannot include the promos you receive or am I imagining that?

Not letting players use the new promo they receive is an outdated rule from a time when players didn't have access to the card information well in advance. We just made the change with the 2020 Host Guide release. Players can now use a promo the moment they receive it, even if it's brand new.

The rule came into play for the reason you mentioned, but has been in place for so long now, I would say it is absolutely required regardless now
Does LoC only Booster Draft count toward RNRS of the booster draft category? I am considering hosting NY States and think it would be cool to run that instead of a regular draft.

LoC constructed counts within the Type 1 - 2 player category of RNRS. I LOVE LoC booster, and highly recommend it plus those promos are still pretty rare around the community.
