According to the Tournament Application 2008/09 (http://www.cactusgamedesign.com/downloads/host_application_Jan09.pdf), you must be at least 15 to host a tournament. (Hey, I'm eligible!)

He is in our playgroup and lives a couple miles from where nationals was.
