In the downloadable application, there are some places where it clearly states that the unused promo's have to be returned, and others it vaguely says that 'prizes' must be returned.

So my question is, does this mean I have to return unused packs?

I'm not sure why you would ever have to return prizes, unless not enough people showed up to play a multiplayer category you planned on, for example, but you do have to return all promos except the ones that are handed out.
