Do I need to have a location to host a Closed Local tournament since they are invite only anyway?

You can have a Closed Tournament, or you can have a location, but you can't have both at the same time. :)

As to the original question, I'd guess the best thing to do would be to email Rob. He's always more responsive to emails than forum posts, and I'm guessing he'd be the only one who could give a for sure answer. I know closed tournies are relatively uncommon, so I would guess the odds of someone applying for one without a location are somewhat low.
