I've read the petition thread, and here's my suggestion. No fancy signatures, I just like having my voice heard.
Divide up all the questions into two categories:
1.) Can be answered by community
2.) Needs a ruling
Any question starts out at level one. If the discussion goes over X pages (My suggestion is two), then it is eligible for an upgrade. It is then posted on the new subforum "Rulings". The OP would have detailed explanations of the card, what it says, and what we think it says (all sides of the discussion), and a link to the original thread.
The question has not been upgraded yet. In the subforum, people would post "stars forward", indicating that they would like to see a ruling, and an optional explanation.
What Stars Forward means: We've all got stars under our names. As a full member, I've got three. If I say "Stars Forward", that's three stars toward the question being submitted. Once an appropriate number of stars are put forward, than the question is submitted to Cactus Games for a ruling.
Potential issues:
1.) Seniority based
2.) We'd need the agreement of whoever it's sent to
The title's a play on the word Ombudsman, a person who mediates between two groups.
