This would work better as a sealed tourney. The biggest component of booster draft is, well, the drafting. I don't see how you can easily replicate that in an online environment. Sealed, on the other hand, is much easier to do. Especially if someone does have a pack-maker kicking around somewhere - though this is the first I've ever heard of one. Although it wouldn't be too terribly complicated to make one from scratch...
Controlling deck building would be far easier with sealed, too, especially with a supposed digital pack-maker. Host could generate the pack lists, send to each participant, then check decks created by each player against those lists (plus knowing which starter was assigned).
