Rizpah was good. Her sackcloth covered so many who had died.
Hence, everyone dies when this card is played. Of course she didn't CAUSE all the death, she just covered them.
Similarly, the Destruction of Nehushtan was a good thing. It was just sad that it had to happen. Therefore, it was an evil card.
