1) limit 2 promos per year-state or district and national
2) start a post on the boards(immediately after Nats) and ask what players want to
see happen in the world of Redemption
3) On redemption market have a area that you can trade in upcs for cards and other
Redemption related stuff
4) have next years Nats in Arkansas

2. There's been 3 of those at least. Just have to do a digging...

1. I'm not quite sure what you mean by that. If you mean you only get two of the promos for State and above level tournaments, I'd be behind that. If you meant you can only get two between all of the upper level tournaments, then I disagree.
