I don't have access to the REG right now for some reason, but I don't think Melchizedek is a High Priest. Just a regular Priest.

He is just a priest, not High Priest.

Considering he was the only priest at the time and a high priest was the most important priest.....

High priest definition
The term "high priest" may refer to an individual who holds the office of ruler-priest, or may refer to the head of a religious group

Melcheezidak, Melcthezedik, Mal

Not enough is known about Melchizedek. In the Bible he is called a Priest and King of Salem. We don't know if he held any special office in the priesthood, or if he was the head of a religious group. He may have been a High Priest, but since it has been already decided that he is just a Priest (given his identifier) I doubt it will change.
