Not true. You have a biology that determines your innate talent for X. Practicing X simply helps you maximize X. You can not surpass your roof for X that is set by your biology. I can practice throwing and workout and lift all day but I would never reach a point where I was ever good enough to even play for a high school team.
And Cutler's X at footwork is terrible.
