Yep. It was his nefarious plan all along. He saw the end from the beginning, and he wanted to make sure that he would be remembered as the only person to achieve over 100 Encouragement points during the brief lifetime of the experiment.

It's similar to a billionaire who gives away his fortune to charity to make up for the billions of little people he's crushed along the way, and try to save face in the public eye. Instead of leaving this planet with nothing but a burning toboggan, he wanted to be the one who was the most encouraged. And who knows, maybe a Hall of Fame induction.
