The basic rules we played with in the 80's-90's went as follows.

Football should be triangle of folded paper.
Players sit at opposite ends of a table.
Flip coin for ball first.
first player places the football in front of a drawn or decided upon "goal line"
using first, middle and ring finger, you push the football toward your opponent's goal line
if the ball goes past the goal line but not off the edge of the table, you score
then you can Kick for the extra point
Hold the ball between your index finger and the table (corners should be at your finger, table and facing away from you) usually at about a 100 degree angle
then you "thump" the football toward your opponent who is holding his hands in the form of a goal post. (form 2 L shapes with index finger and thumb, touching thumb tips together)
If the ball goes inbetween the index fingers of your opponent, you get extra point.
The game continues as such until you get bored or run out of time or someone wins at the predetermined point scale.

If your inital push of the ball does not score (by means of not reaching the goal line) your opponent plays (pushes) the ball from where it stops, if it goes off the table (out of bounds) it is his/her ball where it went out.

We never played that complexly, Pretty much, you only had one down. If you didn't make a touchdown, it was the other player's ball. Of course, we only played from about 2-3 feet apart, you didn't need more than one down. Usually, the extra points make the difference in who won or lost.

but anyways this guy shows that when someone flicks the ball off the table 2 times that person has to make a feild goal and the opponent makes a feild goal attempt which didn't sound fair to me

what happens when the ball goes out of bounds?

you lose. the other person gets it.
