Where in the REG does it define decade? Until you show me proof otherwise, I'm going to rule that the decade just ended.

I hope you guys don't refer to decade sets as "the '90s" or "the '80s", since each decade would have a year that doesn't fall into that title-category.

I say "The First Decade", "The Second Decade", etc.  It's not confusing for people in the least.
