there are a couple of rules that may pertain to this....
        no stalling
        can't check discard pile unless opponent agrees

Mr. Hiatus took notes during our Nats game but it didn't interfere much so I didn't care...it mostly likely will depend on your opponent.

You've basically got it. If your opponent says "no notes," you'll just have to remember.

Technically you cannot look at the discard pile unless you have a special ability that says you can.

You may not look at cards in any draw pile or discard pile (other than the top card of the discard pile) unless a special ability on a card allows a player to search a deck.

By the letter of the law it doesn't really matter what your opponent says.

If some1 could "allow" you to take notes, then there's probably not a real rule about it right?

p.s. if every1 is allowed to take notes about the game, then it's fair to every1 imo.
