I've always heard if you can hear the bass, then his/her amp is too loud.

That's pretty much true. You shouldn't be able to distinguish the bass' sound from the other instruments but you should be able to tell that it is there.

Well, see, the bass is like a bridge between the guitar and the drums. The bass plays on the beats of the kick, but in playing notes defines the kick better. The bass is an absolutely necessary instrument for any band with drums, but is the least noticeable instrument in the song.
