In 2-player, 3-liner only limits your options. There is literally no reason to use it over 2-liner.In Multi, 3-liner is better.
Outside of very weird and rare circumstances, there is no reason to play 3-liner.
I haven't had an experience where the two liner would be better but I am sure there are some. I personally prefer to stick with my three liner just in case
The two liner can be an advantage in two player; if your opponent rescues half, you can SoG/NJ it so you both get half and you get another one. It can also be good in multi if one person has four and has half, someone else can rescue it to keep them from getting the other half.
