Limit twice per game
Once per battle, after presenting your Evil Character(s) you may roll a 6-sided dice. If you rolled a 5 or 6, you may select one Hero in battle to withdraw. Cannot be negated if you control a Pharisee or Sadducee.

This would be cool in T2, but it would be harder for some T1 players to use because not everyone uses dice. I also know that i personally wouldn't use it, because i don't think it's powerful enough to have a place in my deck as is. if it was something like Withdraw ALL heroes, i would use that!

I don't want it to be too splashable in decks or be a auto block. Might add a X into it to be more useable

Maybe instead using dice, which has been brought up before, and I don't think the use of them will ever be mandated by a specially ability, it could be "Once per turn, if more than one hero is opposed in battle, you may withdraw a random hero from battle."

That way it isn't too splashable for auto blocks. Maybe you could even add something like "If you have a Pharisee is play, you may discard this card and Judas Iscariot to withdraw all heroes in battle."

That could also give it some more historical background without completely making it useless without the required ECs. I realize it's quite different from what you were aiming for, but I just thought it would be cool.
