The only way he is super powerful is with HT (or maybe WoNL) up. That said, here is how I might make him:

King David
10/3 Warrior-Class Multicolor Hero
{Musician, Prophet, Israelite King, Fought Earthly Battle}
"David cannot use Teal or Silver enhancements. Cannot be negated."
1 Samuel 17:37 (or whatever)
Use the Mad Bomber to rescue his Province.

Meh.

My version is already WAY too powerful. He's a Green Brigade Prophet (Obediah's Caves+HT), a Purple King (TToD), a Red WC Hero (lots of stuff that works with), a Musician (Musician's Chambers), no SA (WoNL), and he can use Warrior's Spear or Coat of Mail. What happens if Phinehas' Spear or a Silver weapon gets put on your version in territory?

What happens if Phinehas' Spear or a Silver weapon gets put on your version in territory?
That isn't a question for me, unless there is no precedent for a "cannot use" ability.

Now this isn't practical unless you're trying a heavy defense herolight kind of deck but you can already make this guy. 

Start with the green david and add:  Training in righteousness for the purple and other favorite color, Throne of David and Hidden treasures for the ability to play 2 enhancements, Musicians Chambers to hold and play more regardless of brigade, the teal guy that can convert and add a horses to him to draw and play a third card, and of course Built on the Rock and a couple healing cards for the protection you want. 

I'm not sure if I'm missing anything but I think that is pretty good.  Not sure why you would need more. 

As far as the most powerful O.T. guy goes.... what about Moses?

yeah, that's what I was thinking...although he's already op'd. no need to add the 4 colors that belong to him...
