Personally I don't like ECs that can auto block an entire theme. Basically this guy will force the opponent to have a negate/interrupt, (similar to Red Dragon) but then he can also have negate back up and win the battle of attrition.

It only auto blocks an entire theme if they don't band, use angels, or have territory destruction. How many people use Jezebel? Not many, because her target is too specific and can be negated.

People don't use Jezebel because Canaanites and Israelite royalty are used very often. I've always included her whenever I've built one of those defenses.  8)
