I really like these, but I wonder if they would be more fitting as TC place enhancements similar to the Fruits of the Spirit. Then you could also create a multi-color enhancement "Sermon on the Mount" that you place in territory that allows you to search for them (similar to The Holy Spirit).
Fortress Alstad
Have you checked the REG?
Have you looked it up in ORCID?

I thought about that but then after studying, I realized that Jesus was referring to people with those traits. the hard part was not making them too powerful. Wait till you see the evil characters I am working on.

remember they may be able to find the cards but they can be discarded before you get to use them

The Persecuted
CBN search for half of the most powerful combo in the game is very strong, and I get that they 'go to New Jerusalem' but I don't feel like they are actually 'persecuted' and would like to see an ability that fit that.  Something like...Territory Class hero that decreases X/X per tern, where X is the number of EC in play, but has a good ongoing ability?  I just don't feel the theme with this one.

The Peacemakers
Pre-Block Ignore (especially super PBI like this) is not a good thing IMO.  I've always disliked it, since it makes it so that one player cannot play unless they have something like CM in hand.  Adding in the band so that you can still band and do nice things makes it even more powerful.  Why not tie in with the Fruit Peace, and have it be a Toss character?

The Merciful
I like it, but it would be: "Anytime your opponent has initiative during battle, they may withdraw all Evil Characters from battle and return one evil enhancement to hand."  You don't need the part about victory, that's a given based on who remains in battle.

The Meek
I like this card, but it doesn't really work right now since it's restriction doesn't go off until it is already too late.  It would be: "If another Hero is in battle, search draw pile for a good Fortress or a Site."  Instant, so it only goes off at the start of the battle still, but it actually restricts the use of the ability.

Pure in Heart
This is not a balanced card, since it pulls out the most powerful card in the game CBN.  Especially since you have another character here to pull out the whole combo through a band.  This one actually fits the card, but it doesn't balance well.  You need to have a cost to balance this, something that shows 'purity'.  Not sure where to go with this one, but it needs a counterpoint beyond having to wait a turn.

Poor in Spirit
Like the others, I don't feel this one fits, and it is certainly very powerful that isn't balanced by the waiting a turn, IMO.

Mournful Spirit
I think this one should have a cost to discard.  I like it more since I feel it works well with the 'comfort' bit, but perhaps the 'instead' should be 2 cards from hand, or something less overall than the entire hand.

Bible Scholar
Not sure I like the name, something like "Righteous Scholar" perhaps?  I think I'd like it better if it only searched Draw to avoid silly combos, but that could work.

Overall, I like the concept, and I agree with you that they could definitely be characters.  A Sermon card would be nice, a multi usable only be a Beatitude character.  I think that some of the characters could use tweaking for power issues and to bring them in-line with their beatitude more, but I think this is an interesting concept.

Something like revealing hand and removing all evil cards, or something like that would be a good way to signify "purity," but the concern is you might want it even more balanced than that considering how little defense is played in Type 1 right now.  Just kind of a starting point, I guess.

On a visual note, be sure to use the white/black text option to make the card numbers easier to see. Here's a guide.

Use black numbers for the following brigades:
Good Multi, Clay, Gold, Silver, Teal, White, Crimson, Yellow, Orange, Pale Green.

Use white numbers for:
Blue, Green, Purple, Red, Evil Multi, Black, Brown, Gray.

I think a long time ago Cactus used a little red and blue for number colors on Redempion cards.

I agree with Redoubter that this is a really cool concept, spacy32!

One general point, which is that given the design, you are making three of the Heroes (The Persecuted, Pure of Heart, and Poor of Spirit) essentially one shot. That will require you to add in Beatitudes specific support cards to have these cards see general play.

A couple of suggestions to deal with the SoG+NJ power issues...

How about, "Allow opponent to underdeck X random cards from your hand to search draw pile for NJ..." where X would be equal to twice the number of your rescued lost souls. Talk about persecution.

What about something like, "Discard all dominants in your hand to search draw pile for SoG..."

And a freebie thought...
