I think its the wide range of it and the fact its basically a good (recurable) HP. Adding RFG to the enhancement, removing the CBN, Number of targets and/or limiting the targets will help.

Yeah, it needs to say "remove this card from the game to x."

I don't know, a battle winner with no extra creative effect or balance to it doesn't need to be made, imo.
