I think this is a little bit counterintuitive to many demon/magician synergies, because it almost guarantees that the bottom card won't be evil. It actually hurts Evil Spawn/Armor, Astrologers, Egyptian Magicians, and the like, because unless you intentionally underdeck an evil card you revealed it won't activate. Doing so is risky, because it  leaves open the possibility of whatever you use to grab back from the bottom being negated.

I really do like the concept, though.

maybe something like:

reveal top card of deck, if its evil, underdeck to draw 1 or add it to hand.  CBN if demon or magician is in play

This is probably a better idea 
the mandatory underdeck does seem a bit counter intuitive.

I actually like this a lot. In a Gates deck you just underdeck a demon from territory each turn and get it right back in exchange for at least a scry effect and at best a free card.
