What's wrong with both DoN and this theoretical fort-killer in the same deck?
What if we had a dominant that could discard one fortress without cost, but added some kind of identifier that only allows it or DoN to be in the same deck, not both? I don't think the story behind DoN really fits such an ability, but I think it would force people to choose one or the other, which would be balancing enough. Forts are, in my opinion, too powerful right now, and having something like this would be a great balancer.
For this card I would suggest "Negate and Discard all Fortresses, Lost Sites and artifacts from Genesis and all Characters from Genesis 7 and earlier except for all known to be on the ark.
