It's actually pretty good. I mean, it doesn't say "discard after use" so it works each turn right?

Yep. If I understand Territory Enhancements right; You just play it on a Hero of matching Brigade in territory, and there it sits until discarded.

hmmmmmmm... (scratches beard) Shoulda re-read that article...
What if it says "This card remains in territory and can be used once per turn"?
Can't make this a Fortress, because the timing would be all weird, right?

Just say, "Place this card in your territory. After each battle phase, you may heal any hero in play." That could actually be very fun to use.
