He will likely never get initiative, can be negated, and doesn't have the best ability.
If you're gonna let him use teal enhancements you may as well just make him half teal.

Then I really don't think he should be able to use teal enhancements at all.
-Humility o' Moses should lose the CBN, then I'd be fine w/ it.
-Zerubbabel doesn't need another reprint; but if he did I would make it as follows: "May band to Haggai. If a priest enters battle, you may exchange this hero with a good card with a Nehemiah or Ezra reference from deck or discard pile."
-I think it's kind of ironic that a card called "Remember the Former Things" can bring out something that hasn't happened yet (from deck). This is like a combo of Battle Prayer and Renewing the Covenant? I don't think anyone would use this.
-Othniel is cool, but I'd get rid of the CBN part, as judges already have AwaSN to make their stuff CBN. And I would makes him immune to Babylonians (except kings), just because CBN immunity to an entire theme isn't necessarily a good thing
-The red is okay, but I can't see it being used much.
-I would word Lot's Wife like this:"Evil characters ignore angels with toughness less than */7. May band to an OT evil character. Cannot be negated by an evil card."
-Sodom seems pointless to me. Gomorrah seems alright though.My to you

However, I'm not sure how Peace would be used. . . what did you have in mind there?
