Territory Class
Place in one opponent's territory. That player may only draw two cards during their draw phase while this card remains.
Heavy Burden
Palegreen Enhancement
Place on a Hero. Each time that Hero enters battle, the player controlling it must place a card from hand on top of own draw pile.
Equal Scales
White Covenant
Any time a player draws a card (except draw phase), that player must place a card from hand or territory beneath owner's deck.

Hmm, I was thinking there was enough counters to place cards. Anyway, I think slowing decks down would be an interested strategy to expand.

Don't like the draw 2. But I really like the other cards. There ARE plenty of counters to place cards. Or why not just make it a game rule that there can only be one of those types in territory? If you place another, the first gets discarded.

RBD does a good job of that already.

I wouldn't say RBD slows decks down.. I'd say it returns them to their original speed (3 cards on draw). It shuts down all of the extra drawing, sure.
I especially like that these seem pretty balanced. One is only activated when a hero it's placed on enters battle, and the other affects ALL players. Neither of those are overpowered in my mind. Unconfessed Sin is though. :P

Equal Scales is broken if you use Demons/Gates.

Demons/Gates don't really need any help being powerful and I don't see it helping that much, there's already an artifact that let's you put demons under your deck, I can't see this one being that much worse.

Laver doesn't effect your opponents. You could combo Scales with Abom for mass hilarity/sadface.

I actually really like these. A bit unbalanced, and could use some work. But good overall.
