i think assyria and babylon might be a bit op, but i like nineva and halah.

actually, assyria is fine, but i think that the "regardless of protection" on babylon is op imo

I would have to agree that Assyria is OP, if it is supposed to protect each battle from the first enhancement (it doesn't quite use our standard wording for that now, but I'll assume that's what it means).
Protection from the first enhancement is incredibly strong, and I would hesitate to give that to defenses (particularly in Pale Green).
The fact that it has that really-powerful ability, plus can hold many souls, plus gives a Cannot Be Ignored effect, is a bit much on one site.

If your Ninevah is occupied and you are making a rescue attempt your opponent can play SoG/NJ during your battle to rescue the soul and your heroes would be underdecked.

Also, by the rules of battle resolution, I don't believe the awarding of the Lost Soul is the last step. If that's accurate, there's no longer Hero left in battle at the time the Lost Soul is awarded (they've all returned to territory).
If only there was a way to give your opponent a Site and occupy it... ::)

If you say "...underdeck all rescuing Heroes" it should work they way you intend. :)

maybe to make Babylon a little less OP, make it a Babylonian King. that limits to only two kings that are decent (Neb and Beltshazzar), and doesnt let the capture be CBN & regardless of protection from Nerg.

Like the ideas. I'd say the Nineveh should read if a hero rescues a soul from this site so it doesn't potentially help your opponent. And then for halah id probably have it capture a king not just a king of israel. That's just to make it a little more playable though.
