Troubled needs to have a trigger, otherwise right now you can just use it repeatedly and indefinitely at any time.Poverty should only trigger on draw abilities used by that opponent, otherwise it + Mayhem (and similar) is far too powerful.Interesting ideas, though!

Like all special abilities, being in play is the only default requirement. In this case, since it doesn't specify when it activates, you'd be able to use it anytime (except while another card is resolving or during special initiative) and as many times as you want, meaning if you have this in play and it's not negated you could just decrease your opponent's entire territory until they all are discarded.
