Remove all discarded Philistines from the game. Capture Samson to your own land of bondage to discard all black brigade evil characters in play or set-aside area. If Samson discards exactly 3 Philistines opponent may not place a human evil character in play for 3 turns. Negate Samson
if Delilah is play.

Interesting idea for Samson. I see a problem with his ability right now - I place down 3 black Philistines, attack with Samson, capture him, discard my Philistines, and now my opponent can't put human ECs in play for 3 turns. That's three turns that I probably walk in for rescues, TGT or no TGT.
I know that I must sacrifice 4 of my own characters to do this, including giving my opponent another LS to rescue, but against most decks this will mean GG in 3 turns or less.

It 4 cards that you sacrifice and you have to get them in play first I don't think it's OP

I don't think it's OP because it takes such specific circumstances to get it to work. However, it is powerful.

If Delilah is not in play, remove from the game all Philistines in all discard piles. Capture Samson to discard all black Evil Characters in play or set-aside area. If this ability discards exactly 3 Philistines, restrict opponent from putting human Evil Characters in play for 3 turns.
Reworded it to reflect how it would be worded if it were actually made. I don't think it would be OP, just because in order for it to be effective, you would need a large defense (i.e. one that could produce three disposable Philistines soon enough for it to work). If you use a large defense with Phillies, you probably have to splash in some other black ECs like Canaanites, which would also fall victim to Samson's ability. You also would need to have a minimal offense with a big defense, which means if your Samson play leaves humans in territory or demons to block, you might still run into problems. It's a high risk/high reward play, which makes it very similar to Samson's Sacrifice (which makes sense), great for combo decks, but probably not usable in most cases, which is how high risk/high reward cards probably should be.

We should just make him 12/6 WC with no SA so he can use Samuel's Edict to it's full potential.

I feel like one more crony to use edict on is kind of a waste.
