Not sure how I feel about an ability that triggers when you have regular initiative. Seems messy. Also, a 1/4 character that is a CBP battlewinner seems really really strong.

I would make the Female be OT, and would exclude Clay from the brigades she could convert to.

Granting CBI from Territory is incredibly strong. Abilities of 4/3 with the potential to play CBI battlewinners is really strong too - most characters that grant CBI or CBN have disadvantageous numbers like 8/7, 7/8, 7/7, 7/6, etc.

How about a 0/1 recurrable and gates-able one? One that's 7/7 but is CBN most of the time? Whenever I vet power level, I see if I can compare it to a real card as a similar-but-different (as in, this card is another kind of card as Foreign Wives, Spirit of Withdraw, Entrapping Pharisees, etc.) or whether about the same result could be obtained about as easily by other means. I think this passes both tests, and encourages a return of value to cutting low.

But that completely undermines the Widow theme!

The thing about auto-block ECs is they almost always come with a way to Instead the autoblock. TEP almost always ends up being "Opponent discards a card matching human hero's brigade from hand". Spirit of Fear grants SI, and even if the opponent has nothing to interrupt or negate SoF, they still can allow opponent to discard a card at random from their hand instead. Antiochus has an Instead, Sisera's Army has an Instead, Lions has an Instead, etc.
Orpah is a costless reusable autoblock of FBTN heroes. Moses could stop her with the right Cloud GEs; other FBTN heroes couldn't.
On second thought, maybe the game needs a character that is a hard counter to FBTN ;) I just don't like how splashable she is.

I would at least make the CBI only work while all of your heroes are Ruth heroes or something like that. Wool Fleece + Ruth would be insanely strong. CWD + Ruth would be insanely strong. Jael converted to White via Naomi + Ruth would be insanely strong.

"Insanely strong" doesn't mean anything to me anymore. We already have King Amazing who doesn't spend fuel, and we already have Barak setting up Jael the same way in a different (better) brigade, and cards that give CBN to a class of battle-winners like Ezekiel.

Given the (continuing) prevalence of speed and offense-heavy decks in T1 I'm all for giving defense more options. I don't like turtle/super-defense decks much (because they aren't fun to play against) but giving utility to balanced decks is not a bad thing imho.
