"If X is less than 4, draw a card.  If X is greater than 3 and less than 8, band to a purple king.  If X is 8 or more, you may band any number of District Governors into battle without being negated."
X=Number of District Governors you control

They're all decidedly meh.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

I love Adoniram. Zabud is a little UP; maybe look at entire decks and return the cards to their original position? Provisions is also UP; maybe draw 3? District Governors is confusing. I would reword it like this:

District Governors
X/X Purple Hero
-You may have up to 12 District Governors per 50 cards in your deck, X=Number of District Governors you control-
"You may draw a card, or (if X is 3 or more) you may band to a purple king, or (if X is 7 or more) you may band to District Governors without being negated."

...or something like that.
Use the Mad Bomber to rescue his Province.

you can't make it so that provisions was a d3 then type 2 would go like this
Puprle offrense grey defense
Turn 1 Play as many heroes and provisions as you have (most likely 1)   
turn1 defense block and set up the false peace momentum of change combo

Turn 2 do nothing
turn 2 defense get all provisions

turn 3 Make RA and draw 15 cards 

this of course is ideal conditions but with only a litte tweeking its would be way to viable.

wow that right i completly forgot about hand limit.    :-\  thenn making it 3 would be balanced.   becuase of howmany cards that would take to set up
